MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON 9th AUGUST 2021, AT 19:00, HOOK VILLAGE HALL
- Councillors Present: Cllr Collis, Cllr Drury, Cllr Rumming, Cllr Woolford, Cllr Strange, and Cllr Henderson. County Cllr Bucknell.
Apologies: Cllr Luce
One member of the public attended.
- To approve the minutes of the last meeting held on Monday, 12th July 2021.
Proposed – Cllr Drury, Seconded – Cllr Henderson.
Resolved: Approved.
- To record declarations of interest from members regarding items on the agenda.
Cllr Woolford declared a pecuniary interest in Item 5.c. – PL/2021/07351, Hook Farm.
- Clerk’s Report and Correspondence
a. Clerk has already requested for Parish Steward to continue work on pavement from M4 overpass to Coped Hall roundabout.
Correspondence:
a. Briefing Note 21-12 – Substantive Highways Scheme Fund Bid Application Process for Funding.
b. Briefing Note 20-14 – Bus Back Better update.
c. Community Safety meeting update.
d. Gigaclear schedule of works update.
e. Thank you letter from Wiltshire Search & Rescue.
f. North Wessex Downs ‘Guide to Good External Lighting’ to combat light pollution.
- Planning Applications to Consider
a. PL/2021/06521 – Orchard Barn, SN5 0AN – Proposed erection of ancillary leisure accommodation and associated works.
Resolved: Comment only – Must stay as domestic use.
b. PL/2021/06952 – Lower Salthrop Farm, SN4 9QW – Variation of Condition 11 of 16/10370/VAR to extend duration of time to complete previously approved works.
Resolved: Noted.
c. PL/2021/07351 – Hook Farm, SN4 8EF – Notification for Prior Approval under Class R for a Change of Use from Agricultural Building to a Flexible Commercial Use.
Resolved: Comment only – Concern of possible increase in traffic on Hook Street.
- Highway/Roadwork to Consider
a. CATG issue 11-19-08 (Safety at Sally Pussey’s Inn entrance) – review possible course of action.
Resolved: County councillor will pursue and report at September meeting.
- Other Business to Consider
a. Queen’s Green Canopy – tree planting in honour of 2022 Jubilee.
Resolved: The council will research locations, tree types, and price. (Target planting late October/early November per expert recommendations.)
b. Annual Meeting of the Parish – Date, structure, advertising.
Resolved: Date – Potential date: Wednesday, 6th October, 6-9pm, per Village Hall availability. Advertising will be online and possible flyer drop. Main topic for the council presentation will be the need for another cemetery.
a. Proposal for phone box lease.
Resolved: A solicitor will draw up a lease for approval by owners, to be distributed to the council before next meeting.
- Finance
a. Expenditures:
i. Clerk’s salary – August.
ii. NetWiseUK, yearly maintenance fee (£300), domain renewal (£15) = £378 with VAT.
iii. Membership to Wilts & Berks Canal Trust – Change of approval to group membership (£25).
iv. NetWiseUK website upgrade – Change of approval from £199 to include VAT (£238.80)

RESOLVED: All payments approved.

a. Further decisions on tree planting.

c. Finalise Meeting of the Parish.
