MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON 13 March 2023, AT 19:00, HOOK VILLAGE HALL

 

1  Present:

Vice-Chairman Cllr Rumming (Chairman for meeting), Cllr Drury, Cllr Strange, Cllr Woolford, Clerk Rose Love, Wiltshire Cllr S Bucknell.

One member of the public.

Apologies:  Cllr Luce, Chairman Cllr Collis, Cllr Henderson

 

At this time, the council expressed its condolences to the family of Eileen Lambourne, who did the bookings for Hook Village Hall and provided valued services to the communities of Hook and Royal Wootton Bassett.

 

 

2  To approve the minutes of the last meeting held on Monday, 6 February 2023.

Proposed – Cllr Drury, Seconded – Cllr Woolford

Resolved:  Approved.

 

 

3  To record declarations of interest from members regarding items on the agenda.

None

 

 

4  Clerk’s Report and Correspondence.

 5   Planning Applications to Consider

a.  PL/2022/09664 – The Old Coach House, SN4 9QP – New sewage treatment plant installation with associated new pipework and drain away for dwelling.

Resolved:  No objection.

 

b.  PL/2022/09533 – 18-19 Dianmer Close, SN4 8EB – Erection of 3no. 4 bedroom houses and garages with associated drive. 

Resolved:  Noted with comments concerning water drainage, and extra demands on water mains and sewage system.

 

c.  PL/2023/00957 – Land at Marsh Farm, SN4 8ER – Variation of conditions 1 and 4 of PL/2022/04098 relating to the Approved Plans and Proposed Means of Sewage Disposal for Care Home to allow for installation of Private Sewage Treatment Plant in lieu of previously Approved Foul Water Rising Main.

Resolved:  Noted with comment – Wessex Water wanted both the care home and Lidl to be treated as one and pumped into the Wessex pipes.  The current Lidl application follows the request of Wessex Water.  If the care home has an independent pumping station, that will require Lidl to have one, as well.  There is great potential for environmental damage to Jubilee Lake due to two private treatment plants across the road.

 

d.  PL/2023/00811 – Flaxlands Manor Farm, SN4 8DY – Change of use and alterations to Flaxlands Manor Farm for use as a Residential School with additional respite provision for children with Special Educational Needs (Outline application relating to layout and scale).

Resolved:  No objection.

 

e.  PL/2022/05273 – Land at Marsh Farm, SN4 8ER – Erection of Class E food store (Lidl), car parking, works to create community open space, new access, landscaping and associated works. (Amended application) 

Resolved:  Objection.  All objections from the original application still stand.  There will be an added statement concerning the sewage amendment to the care home.

 

f.  Cornerstone 12393621(Pre-consultation) – Proposed base station installation upgrade (mobile infrastructure), Midge Hall Nurseries, SN4 8ER.

Resolved:  No objection.

 

 

6    Highway/Roadwork/Parish Maintenance to Consider.

a.  ‘No Littering’ signs on Flaxlands and Hook Street.

Resolved:  Issue will be tabled for discussion at the Annual Parish Meeting.

 

b.  Issues arising for clerk to action: Report potholes near east cattle grid and entrance to the residential park.

 

 

7    Other Business To Consider.

a.  Finalise move of May monthly meeting due to bank holidays.

Resolved:  Village Hall is currently booked for 2nd May.  If 9th May is available, the clerk will move the meeting.

After the meeting was held, the clerk received confirmation from village hall that the 9th is unavailable.  The May monthly meeting will stay on Tuesday, 2nd May.

 

b.  Finalise time of May coronation party for King Charles III.

Resolved:  The hall will be open from 11:00 – 13:00, 8th May 2023.  Food and drink will be decided at the April meeting.  Coronation cups and remaining Jubilee mugs will be available for purchase/collection.

 

c.  Coronation mugs – design and number to order.

Resolved:  Design – The King’s visage and cypher, with a “Presented by…” statement in the middle.  Number – Clerk waiting for quotes for two different cup styles.  Price will determine number ordered, but still no more than 100 cups.

 

d.  Approval of Litter Picking Kit loan policy.

Resolved:  Table to later date – insurance approval and separate volunteer policy needed.

 

e.  Approval for Annual Parish Meeting flyers/printing.

Resolved:  Approved, will print 200.

 

 

8    Finance To Consider.

a.  Expenditures:

i.  R. Love – reimbursement, office supplies – £16.72

Proposed – Cllr Rumming, Seconded – Cllr Drury.

Resolved:  Approved.

 

b.  Renewal of warranty for Dell laptop. 

Resolved:  Will not renew warranty.

 

 

9    Matters Arising for Next Meeting.

  • Grass cutting agreement
  • Coronation food

 

 

Determine date/time of next meeting.

With all business concluded, the meeting closed at 20:15.
