MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON 14 MARCH 2022, AT 19:00, HOOK VILLAGE HALL

 

1     Councillors Present: Cllr Collis, Cllr Henderson, Cllr Strange, Cllr Rumming.   Wiltshire Cllr Steve Bucknell.

 

Apologies: Cllr Drury, Cllr Luce

Absent: Cllr Woolford

 

2     To approve the minutes of the last meeting held on Monday, 21 February 2022.

Proposed – Cllr Henderson, Seconded – Cllr Strange

Resolved: Approved.

 

3     To record declarations of interest from members regarding items on the agenda.

None

 

4     Clerk’s Report and Correspondence.

5     Planning Applications to Consider

Applications determined:

a. PL/2021/06521 – Orchard Barn, SN5 0AN – Proposed erection of ancillary leisure accommodation and associated works.

Approved with conditions.

 

6     Highway/Roadwork/Parish Maintenance to Consider.

a.  Dog fouling – signs and/or extra waste bins?

Resolved: Clerk will price signs and bins, and research who is responsible for emptying bin.

 

b.  Issues arising at meeting for clerk to action/already actioned: (1) Gully adjacent to Park Farm – report to MyWilts for cleaning; (2) Dip in road on B4696 reported by Cllr Collis; (3) Safety signage at Sally Pussey’s should be in place by end of March.

 

7     Other Business To Consider.

a.  Update from Community Speed Watch meeting held before council meeting.

Three attendees. Speed Indicator Devices (SIDs) were favoured over Community Speed Watch (CSW). Clerk will price budget for SIDs (cost of device, cost to operate, hire/insure person to move devices). Further discussion to take place at Annual Parish Meeting in May before final decision made.

 

8     Finance To Consider.

a.  Clerk expenses reimbursement – £10

b.  Clerk laptop approval – estimated price between £700-900 excluding VAT.

c.  Approval of greens cutting – how many/costs per cut. Continue at 15 – 16 cuts per season at £25 per cut. Option to re-evaluate cost per cut at later date due to increased petrol prices was agreed.

Resolved: All approved.

 

* At this time a discussion about the new Wiltshire Council parking charges occurred. The council wishes to note that Wiltshire Councillor Steve Bucknell argued against the charges in the Wootton Bassett area.

 

9     Matters Arising for Next Meeting.

a.  4th quarter financial report.

b.  SID expenses.

c.  Queen’s Green Canopy (QGC) tree purchase payment approval.

d.  QGC plaque quotes.

 

 

Date of next meeting will be Monday, 4 April 2022 at 19:00.

 

With all business concluded, the meeting closed at 20:04.

 

**Please note that the Annual Parish Meeting will be Wednesday, 4 May 2022 at 18:00 in the village hall.
