MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON 14 NOVEMBER 2022, AT 19:00, HOOK VILLAGE HALL

 

 

1  Councillors Present: Cllr Collis, Cllr Luce, Cllr Woolford, Cllr Strange, Cllr Drury, Cllr Rumming.  Wiltshire Cllr Steve Bucknell.

Apologies:  Cllr Henderson.

 

2  To approve the minutes of the last meeting held on Monday, 10 October 2022.

Proposed – Cllr Strange, seconded – Cllr Drury

Resolved:  Approved

 

3  To record declarations of interest from members regarding items on the agenda.

None

 

4  Clerk’s Report and Correspondence.

5    Planning Applications to Consider

a.  PL/2022/07740 – 15/16 Old Well House, SN4 9QP – Double storey side extension, new entrance canopy and alterations to door/window configurations.

Resolved:  Noted, no comment.

 

b.  PL/2022/08201 – 16 Bolingbroke Close, SN4 8ED – single storey side extension, two storey rear extension.

Resolved:  Noted, no comment.

 

Applications determined:

c.  PL/2022/04785 – Creg Ny Baa, SN4 8EA – Demolition of garage store and conservatory. Two storey side extension, roof extension and single storey rear extension and alterations. –

Approved with Conditions.

 

d.  PL/2022/04098 – Land at Marsh Farm, SN4 8ER – Variation of condition 2 (approved plans) on 19/10436/VAR to allow for incorporation of a Solar Panel Scheme to the roof of the approved care home and inclusion of associated battery & meter housings.

Approved with conditions.

 

6    Highway/Roadwork/Parish Maintenance to Consider.

Issues raised at meeting for clerk to action:

  • Contact LNC Construction requesting warning signs at site entrance on Malmesbury Road.
  • Follow up with Wiltshire Highways on the date of new cattle grid installation.
  • Contact National Highways to report heavy litter along the eastbound side of M4 near JCT 16.

 

7    Other Business To Consider.

a.  Purchase of EV charging point for village hall.

Resolved:  Clerk will verify whether Community Infrastructure Levy (CIL) money can be used to purchase/install charging point.  The Village Hall Committee will research grants and EV charging point providers.

 

8    Finance To Consider.

a.  Expenditures:

i.     Reimbursement – Michael Page (Remembrance Sunday programs) – £18.

ii.    Andy Brewster – grass trimming – £100.

Proposed – Cllr Rumming, seconded – Cllr Woolford.

Resolved:  Payments approved.

 

b.  Second draft budget, including update on various quotes for services. –

Clerk will continue researching insurance and accounting software, and make adjustments to draft budget.

 

c.  Request for extra funding from Wilts & Berks Canal Trust.

Resolved:  Council will not donate at this time.

 

 9    Matters Arising for Next Meeting.

  • 2023/2024 draft budget/precept figures.
  • Clerk’s annual review.
  • Update on Speed Indicator Devices.
  • Options for defibrillator signs on phone box.

 

 

Determine date/time of next meeting.

12 December 2022, 19:00.
