MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, ANNUAL MEETING OF THE COUNCIL and MONTHLY MEETING, HELD ON 2 MAY 2023, AT 19:00, HOOK VILLAGE HALL

 

Annual Meeting of the Council

 

1  Election of Officers

a.  Chairman: Robert Collis for Chairman.  Proposed – Cllr Henderson, Seconded – Cllr Woolford.

Resolved:  Elected

 

b.  Vice Chairman: Francis Rumming for Vice Chairman.  Proposed – Cllr Woolford, Seconded – Cllr Drury.

Resolved:  Elected

 

 

2  Present: Cllr Collis, Cllr Henderson, Cllr Drury, Cllr Woolford.

Absent :  Cllr Rumming

 

3  Chairman’s Report

Chairman Cllr Collis gave a brief report on the past year’s activity.  The council is still actively pursuing the installation of the defibrillator, replacement of the west cattle grid on Hook Street, and purchase/installation of Speed Indicator Devices.  The council has received a large amount of Community Infrastructure Levy from various approved planning applications.  The council is open to suggestions on infrastructure projects within the parish boundaries.

Cllr Collis acknowledged that the builders of the new care home have been very accommodating of numerous council requests regarding safety signage and street cleaning.  He also thanked the clerk, fellow councillors, and members of the public for their support and work during the past year.

 

4  Approval of Yearly Bank Reconciliation

Proposed – Cllr Henderson, seconded – Cllr Drury.

Resolved:  Approved.

 

 

 

Monthly meeting of Lydiard Tregoze Parish Council

 

1  Councillors Present/ Apologies of Absence.

As above.

 

2  To approve the minutes of the last meeting held on Monday, 3 April 2023.

Proposed – Cllr Drury, seconded – Cllr Henderson.

Resolved:  Approved.

 

 

3  To record declarations of interest from members regarding items on the agenda.

Cllr Woolford declared an interest on agenda item 5.b. – Land south of A3102, east of Royal Wootton Bassett.

5    Planning Applications to Consider

a.  PL/2023/02576 – Land at Restrop Road, Purton SN5 4BP – Reserved Matters application including discharge of Conditions 7, 9, 10, 11, 12, 13 and 14 pursuant to Outline planning permission 21/01155/OUT for appearance, landscaping, layout and scale for a development of 47 dwellings along with associated public open space and associated highways works.

Resolved:  Noted.

 

b.  PL/2023/02129 – Land South of A3102 and East of Royal Wootton Bassett – Outline planning application with all matters reserved except access for up to 410 dwellings, land for a primary school and pitches, public open space, landscaping and associated infrastructure.

Resolved:  Noted.

c.  PL/2022/08862 – Old Showroom, Coped Hall, SN4 8ES – Proposed car wash and electric vehicle charging facility.

Approved with Conditions.

 

d.  PL/2022/06894 – Wickfield Farmhouse, SN4 8QR – Removal of condition 1 of N/79/0637 (condition restricting occupation to agricultural workers or their dependants).

Refuse.

 

 

6    Highway/Roadwork/Parish Maintenance to Consider.

a.  Update on cattle grid replacement.

Update from Wiltshire Council – As Wiltshire Council has changed its main highway contractor, the work might not be done until the middle of the financial year.

 

 

7    Other Business To Consider.

a.  Will council send representation to Wiltshire Council Planning Peer Review?

No representative will attend, but if councillors wish to make individual recommendations they may email the review committee.

 

 

8    Finance To Consider.

a.  Expenditures:

i.     R. Love – reimbursement for Microsoft 365 April 2023 price increase and adjustment to reimbursement Standing Order – £12.36 + 1.08 (April difference) = £13.44 in May, £12.36 Standing Order starting in June 2023.

Proposed – Cllr Henderson, seconded – Cllr Woolford.

Resolved:  Approved.

 

b.  4th quarter financial report.

Proposed – Cllr Drury, seconded – Cllr Henderson.

Resolved:  Approved.

 

c.  Grass cutting agreement.

Andy Brewster – two cuts at £55 per month, and two additional tree/bush trims for £20 total.

Proposed – Cllr Woolford, seconded – Cllr Henderson.

Resolved:  Approved.

 

 

9    Matters Arising for Next Meeting.
