MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON 21 FEBRUARY 2022, AT 19:00, HOOK VILLAGE HALL

 

1     Councillors Present: Cllr Collis, Cllr Henderson, Cllr Drury, Cllr Strange, Cllr Luce, Cllr Woolford, Cllr Rumming.   Wiltshire Cllr Steve Bucknell.

 

2     To approve the minutes of the last meeting held on Monday, 10 January 2022.

Proposed – Cllr Woolford, Seconded – Cllr Drury

Resolved: Approved.

 

3     To record declarations of interest from members regarding items on the agenda.

Cllr Rumming, Item 5.b. (Park Farm) – Pecuniary interest.

 

**Proposal to move Item 5.b. to be discussed at this time: Proposed – Cllr Henderson, Seconded – Cllr Luce.

Resolved: Approved.

 

4     Clerk’s Report and Correspondence.

5     Planning Applications to Consider

a.     PL/2021/10823 – Land at Lydiard Fields, SN5 8AT – Extension and installation of pedestrian footpath.

Resolved: Noted, without comment.

 

b.     WK202202345 – Park Farm, SN5 3NY – New Premises Licence.

Resolved: Noted, with comment – concern that Lydiard Park will have an event on the same day, causing extreme traffic congestion. Council requests event organisers liaise with Lydiard Park.

 

Applications determined:

a.     PL/2021/09776 – Studley Grange Garden & Leisure Park, SN4 9QT – Extension to units and garden centre, canopy extensions, pergola, demolition of 106 square meters of existing floor space.   Approved with conditions.

b.     PL/2021/09343 – Willow Acres, SN4 8DY – single storey extension (retrospective) – Approved with conditions.

c.     PL/2021/10105 – Willow Acres, SN4 8DY – single storey extension. Approved with conditions.

d.     PL/2021/11190 – Lower Salthrop Farm, SN 9QW – Permanent retention of asphalt access road.   Approved with conditions.

 

6     Highway/Roadwork/Parish Maintenance to Consider.

a.     Next Parish Steward visit – 22 February – pothole on east side of bollard, C414; visibility displays inside The Meadows still need trimming; break up of tarmac at entrance to Drury Close.

 

b.     Update on CATG issues, determine priorities for next meeting.

Resolved: Pavement safety upgrade will be removed – will be reported as ‘maintenance’ to Wiltshire Council for resurfacing. Safety on C414 at Hook Street/Village Hall intersections – Priority 1, pedestrian path to Bolingbroke Arms – Priority 2.

 

c.     Issues arising at meeting for clerk to action: (1) Seek update on plans to replace west cattle grid on Hook Street; (2) Request to LNT Construction for warning signs at entrance to Marsh Farm development – Site Access, Vehicles Emerging, Mud on Road.

 

7     Other Business To Consider.

a.     Queen’s Green Canopy and Jubilee celebration –

i.        Plaque – official QGC plaque or our own design.

Resolved: Council will use official plaque design, with a separate plaque denoting council sponsorship.

ii.       To decide if there will be a planting ceremony.

Resolved: There will be a planting ceremony for photos of ground breaking.

iii.     Design on commemorative mugs and number to order.

Resolved: Official Jubilee design on one side, council’s shield and name on opposite; 200 mugs to be ordered.

 

b.     Defibrillator agreements.

Resolved: Draft lease agreement approved and will now be sent to phone box owner for approval.

 

c.     Change of date for April meeting.

Resolved: **Due to clerk being unavailable, the April meeting will be moved to Monday the 4th.

 

d.     Next Annual Parish Meeting – potential topics, advertisement.

Resolved: Date – Wednesday, 4th May 2022 at 6pm in Village Hall.

Council topics for discussion: Community Speed Watch and Speed Indicator Devices.

Council will advertise online, on notice board, and with leaflet drop.

 

8     Finance To Consider.

a.     Third quarter financial report. Proposed – Cllr Woolford, Seconded – Cllr Drury

Resolved: Approved.

 

9     Matters Arising for Next Meeting.

a.     Approval of laptop purchase.

b.     Approval of greens cutting.

c.     Dog fouling – signs and/or extra waste bins?

d.     Community Speed Watch volunteer meeting, at 6pm before council meeting.

 

Date of next meeting will be Monday 14 March 2022 at 19:00.

 

With all business concluded, the meeting closed at 20:42.
