MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON 08 NOVEMBER 2021, AT 19:30, HOOK VILLAGE HALL
- Councillors Present: Cllr Collis, Cllr Drury, Cllr Henderson, Cllr Rumming, and Cllr Strange.

- To approve the minutes of the last meeting held on Monday, 11 October 2021.

Resolved: Approved.

- Clerk’s Report
a. Clerk emailed Thames Water concerning replacement of water mains through the village.
- Planning Applications to Consider
a. PL/2021/09343 – Willow Acres, SN4 8DY – Single storey extension (retrospective)
Resolved: Noted, not comment.
b. PL/2021/10105 – Willow Acres, SN4 8DY – Single storey front extension.
Resolved: Tabled for further discussion.
c. PL/2021/09099 – 18 Bolingbroke Close, SN4 8ED – Erection of domestic garage.
Resolved: No objection subject to condition: (1) Garage size is disproportionate to size of house, (2) the design and size has an industrial look, therefore (3) council requests a condition of stipulation that the building remain for domestic use only, ancillary to the existing house, to prevent business use.
d. PL/2021/09776 – Studley Grange, SN4 9QT – Extension to existing craft units and garden centre retail area, 3 canopy extensions and pergola, and demolition of 106 square metres of existing floor space.
Resolved: Noted, no comment.
e. PL/2021/10205 – Basset Down Farmhouse, SN4 9QP – Single-storey extension and associated alterations.
Resolved: Noted, no comment.
f. PL/2021/10387 – Basset Down Farmhouse, SN4 9QP – Listed Building Consent.
Resolved: Noted, no comment.
g. 18/11739/FUL – The Paddock, SN4 8EA – Appeal hearing of refused application.
Change of use of land to a residential caravan site consisting of 4 no. pitches each containing 1 no. mobile home, 1 no. touring caravan, 1 no. semi-detached utility building, car parking, access and children’s play area.
Resolved: Cllr Collis and one other representative (to be determined) will attend hearing and give a statement of objection.
- Highway/Roadwork to Consider
a. Temporary Road Closures: B4042 (Part) Royal Wootton Bassett and Lydiard Tregoze AND B4005 (Part) Lydiard Tregoze – Up to 5 days between 10 January and 20 February 2022.
Resolved: Clerk will make a request for signage at each end of Flaxlands Lane stating it is unsuitable for a diversion route.
b. Parish Steward (24 November) – Entrance to The Meadows will be delayed until after first frost and/or bees are no longer present.
Resolved: Clerk will request the path brush be used to clear greenery from the main pavement, and roundabout sign opposite Marsh Farm is overgrown.
c. Request to CATG for path to Bolingbroke Arms form Hook Street.
Resolved: Clerk will request safe pedestrian access to Bolingbroke Arms from Hook Street.
- Other Business to Consider
a. Queen’s Green Canopy – Update of progress.
Rowan trees have been chosen. Quotes yet to be received.
b. Defibrillator location update. – Community Heartbeat (CH) CAN provide hosting agreement between council and phone box owner. CH provided full price list of defibrillator cabinets and services provided when purchasing through them.
Resolved: Clerk will get a comparison offer from London Hearts Charity, enquire about solar panel use for defibrillator, and write draft of stipulations for hosting agreement.
c. Thank you letter to Brian Cooper for maintaining flowerbeds on village green.
Resolved: Letter signed by the chairman.
d. Remembrance Sunday service, 14 November.
Meet in Village Hall carpark at 10:45 for 11:00 service at the memorial.
Resolved: Tea and coffee on offer in the Village Hall after the service.
- Finance
a. Expenditures:
i. Clerk’s salary – October*
ii. RWB Poppy Appeal – Remembrance Sunday wreath – £25
iii. Andy Brewster – final grass trimmings for the season – £200.
Proposed – Cllr Rumming, Seconded – Cllr Henderson.
RESOLVED: All payments approved. *It was agreed by council that the clerk’s salary payment, as an ongoing contracted payment, does not need to be listed on each agenda.
b. 2022-2023 Budget – first draft. Items to add to budget were discussed, and how much to raise precept.
Resolved: Clerk will present 2nd draft in December, and prepare estimate of household tax increase if precept is raised.
