MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON

9 SEPTEMBER 2024, AT 19:15, HOOK VILLAGE HALL

 

Attendance:

Chairman Cllr Collis,  Cllr Drury, Cllr Luce, Cllr Henderson,

Cllr Williams, Cllr Rumming

Public Participation:  Members of the public are invited to make representations to the council on matters relating to items on this Agenda (Public Bodies [Admission to Meetings] Act 1960), before the meeting starts (limited to 15 minutes, 3 minutes each speaker).  Every effort will be made to give accurate answers to all questions, but in some cases further research may be necessary.  Please submit your questions or comments to the Clerk by emailing clerk@lydiardtregoze-pc.gov.uk before 9a.m. on the day of the meeting to ensure inclusion.

24.49   Resignation received from Cllr John Strange

 

  • Chairman wished to address the meeting to give thanks to Cllr John Strange for his support and stepping up at a time when needed over the many years of his time as councillor and wish him all the very best for the future.

  • 51 – PL/2024/07037 – The Arches, 20 Dianmer Close, Hook, SN4 8EB – proposed garage conversion, detached garage, rebuild Garden Wall. Comments ended 16/8/2024

Resolved: Noted

  • 52 – PL/2024/06293 – Land at Marsh Farm, SN4 8ER – variation on PL/2022/05273 – to enable the reconfiguration of the footprint of the approve food store to meet the latest store format requirements of the operator. Comments ended 29/08/2024  Resolved: Noted

 

  • 53 – PL/2024/07574 Homebase Distribution Centre – install substation and one feed pillar to service EV chargers – deadline for comments 18/09/2024

Resolved: Noted

 

Applications determined:

  • 54 – PL/2024/03613 – Purley Farmhouse, Braydon, SN5 0AN – Approve with conditions
  • 55 – PL/2024/03757 – Canberra House, Lydiard Fields – Approve with Conditions

Both noted by Council.

 

Highways/Maintenance Issues

 

24.56  Update from May 24 LHFIG meeting – C4141 Hook – issue 11-24-12 re concerns of

speeding and lack of pedestrian provision Hook St/Hook village hall –

proposed – 1. rumble strips north approach 2. Road sign improvements 3. Raised

junction at C414/Hook Street 4. Footway link on west side.

 

Discussion on proposals and further clarification sent to be updated.

 

Other Business to Consider

 

24.57   Queens Canopy plaques quotes from SPT Design and Ward Signs

 

SPT Design were chosen as the company to supply the plaques.

24.58   Proposed home for Swindon Speedway – email sent on 27/8/24 requesting a representative to attend one of our meetings, received reply from Project Manager happy to come along at a future meeting once they have received feedback from Wiltshire Council from their pre-application.

 

  • Possible grant for St Mary’s Church for maintenance of graveyard.

Clerk to gain further clarification from NALC regarding grants to churches, in the meantime Cllr Rumming to write to Revd Clive Deverell asking him to fill in a grant application form as the Parish Council would like to help if it can legally.

24.60 Finance to Consider

  1. To approve reimbursement to Cllr Robert Collis clerks leaving gift purchase £100.
  2. Invoice for map of Lydiard Tregoze Parish from Marilyn Trew (artist) £200

Matters Arising for Next Meeting

  • The Flaxlands Solar Team will be attending to a give a representation on the proposals, possibly 2 representatives from Lydiard Millicent Parish Council will also be attending
  • Second quarterly report
  • Update on cattle grid on Hook Street surrounding area and lifting of cattle grid to clear the weeds.
  • Update on hedgerow overhanging passing signs on Hook Street
