MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON 12th JULY 2021, AT 19:00, HOOK VILLAGE HALL

 

1. Councillors Present: Cllr Collis, Cllr Drury, Cllr Luce, Cllr Woolford, Cllr Strange, and Cllr Henderson. County Cllr Bucknell.

Apologies: Cllr Rumming

One member of the public attended.

2. To approve the minutes of the last meeting held on Monday, 14th June 2021.   Proposed – Cllr Woolford, Seconded – Cllr Strange.   Approved

 

3. To record declarations of interest from members regarding items on the agenda. None.

 

*At this time, the chairman made a motion to suspend items 5.a (PL/2021/05687) and 7.b (Forensic Property Marking Survey). Proposed – Cllr Henderson, Seconded – Cllr Drury. Approved

 

4.  Clerk’s Report and Correspondence

a.  Clerk verified that all councillors have returned their election declaration of expenses.

b.  AGAR Certificate of Exemption was received by PKF LittleJohn.

c.  Original quote for approved website upgrade did not include VAT.  The accurate total of £238.80 will be on next month’s agenda.

Correspondence:

a.  Briefing Note 21-11 – Wiltshire Council mowing policy.

b.  Briefing Note 20-10 – Democratic meetings during the pandemic.

c.  Wessex Flood Warden newsletter.

 

5.  Planning Applications to Consider

Applications determined:

PL/2021/04622 – Rowanberry, Dianmer Close SN4 8EA – Garage conversion. – APPROVED.   Noted.

 

6.  Highway/Roadwork

a.  Gully tank visit – Clerk will advertise the paid-for service on website for residents.

b.  Fire hydrant reflective sign at Lydiard Residential Park entrance has been destroyed.  Clerk will report on MyWilts app.

c.  Road works signs from work at Flaxlands junction need to be collected.  Clerk will contact Highways department.

d.  Several overgrown hedges in the parish are causing issues.  Chairman will give clerk exact locations for reporting to Wiltshire Council.

e.  Grass is encroaching on pavement approaching and over M4 bridge to Coped Hall.  Clerk will remind parish steward that the area should be attended monthly.

 

7.  Other Business

a.  Change of meeting time to 19:30. Time of meeting will change to 19:30 starting September 2021 for a trial of three months. The council will then re-evaluate.   Proposed – Cllr Woolford, Seconded – Cllr Luce.  Approved

 

8.  Finance

a.  Expenditures:

i.     Clerk’s salary – July.

ii.   Andy Brewster – greens maintenance (£175, March – June).

iii.  Membership to Wilts & Berks Canal Trust (£20).

iv.  Support for Wiltshire Search & Rescue (£100 from Community Fund).

v.   Christine Drury – Internal Audit (£50).

Proposed – Cllr Henderson, Seconded – Cllr Strange.  All payments approved.

b.  Quarterly finance report – Proposed – Cllr Drury, Seconded – Cllr Woolford.

 

9.  Matters arising for next meeting

a.  Proposal for phone box lease.

 

Date of next meeting will be Monday, 9th August 2021 at 19:00.

 

With all business concluded, the meeting closed at 19:30.
